The government has put in place new regulations that will change the way in which Technial Advisors under aid funded programs are engaged and contracted to the State.
The new regulations are expected to overcome problems affecting aid programs.
Part of the new rules will see the removal of foreign governments staff from Technical Advisors positions in the public service.
In a media conference held yesterday, Secretary Kali explained that the new regulation is a result of the Prime Minister’s recent announcement on the employment of Citizen and Non-Citizen Technical Advisors.
The new regulation is expected to help address problems affecting aid programs. With the new rules, technical advisors will be obliged to serve the State under the laws of PNG.
Technical advisors will be able to occupy line positions. The new regulations however do not cover any of the Aid Programs and technical advisors engaged on the Disciplined Services, Judicial and Magisterial Services, Universities and other State Owned Entities.
Effective as of the January 1, 2016, staff of foreign governments will be removed from Technical Advisors positions in the Public Service. This now requires a review of Aid Programs.
