Meanwhile advocate for disability issues Brown Kapi says more emphasis needs to be placed on the 'trickle-down' of services to people with special needs.
He said PNG and the wide Pacific region have many policies on these group of people but are not realized at the grassroots level.
One area, Kapi says is for the governments to work closely with the people to find out their real needs.
