Brown Kapi on Disability Policy

Chairman of PNG Rehabilitation Centre, Brown Kapi, described the government’s disability policy, pursuant to the UN Convention on the Rights of people living with Special Needs, as “window dressing to attract funding”.

Kapi claimed that the Department for Youth, Religion and Community Development has been silent on issues affecting people living with special needs for almost three years.

Kapi said despite the existing policy, he claimed that there was no work done to prove the policy was truly implemented.

He said such policies are government’s guidelines and the ministries responsible must look at implementing the appropriate policies.

A recent news release revealed that Kapi wanted clarification on partners working on this policy, and what has been achieved to date.

With Anna Solomon’s recent appointment as the Secretary for Youth, Religion and Community Development, Kapi wants to see more issues affecting people living with special needs, addressed openly.

Kapi said since the signing of the UN Convention, there is still lack of awareness by the government on issues affecting people with special needs.
