NRI on National ID System: ID Cards for Every Citizen

The National ResearchInstitute released its latest commentary, this time onthe National ID System.

The commentary by Dr. Ether Lavu, Senior Research Fellow withthe Population Research Program and Chairperson ofthe National e-ID system Users Advisory Committee, focuses onthe “entry point” intothe proposed central database.

 

Generally,the national identification systems are set up to address issues such asthe civil registries to voter polls, health records to social transfers, public payrolls to pension payments, and so forth.

 

The national ID System project is a government initiative that’s aimed at establishing a central database from which identification cards are issued for every Papua New Guineacitizen.

 

The aim ofthe system is to register all citizens of Papua New Guineaintothe proposed central database, known asthe “PopulationInformation Management System” or PIMS.

So how does one get registered intothe system?

 

The commentary bythe National ResearchInstitute explains that two basic methods of recording of individuals are appropriate. The first method isthe current data form, calledthe “National Identity Data Form.”

 

Currently undergoing testing,the National Identity Data Form is a modiflied version ofthe birth registration form that is being used bythe Office of Civil Registration for issuing birth certificates. Besic information includes name, age, gender, ethnicity, current address, marital status, education, occupation and parents’ information. When this form is filled in, it creates an entry intothe PIMS. Fingerprint scan and photograph will also be included.

 

The ther option is throughthe updating process that is tasked tothe Department of Community Development and Health department onthe new births.

 

Despite concerns that an ID System violates a citizen’s basic right to privacy,the commentary saysthe government is establishingthe system so that individuals can make business and private transactions at ease inthe future, and basically, for development purposes.
