IPBC appoints new Projects General Manager

The Independent Public Business Corporation has a new projects General Manager. The appointment of Carolyn Blacklock to the position will provide leadership in a range of existing and new projects, as well as investments within IPBC and its state owned enterprises.

The position’s portfolio includes the Lae Tidal Basin, Port Moresby Sewerage System Upgrade Project, the Ramu 2 Hydroelectric Project, and the Port Moresby Port Relocation Project.

Blacklock is an experienced specialist in finance and implementation, with a successful career in retail, commercial and investment banking with both ANZ and Westpac. She most recently held the position of Resident Representative of the International Finance Corporation to PNG.

She has worked in senior finance roles across Asia and the Pacific for over a decade, and has considerable in finance experience. In her capacity as head of IFC, the private sector arm of the World Bank, Blacklock was instrumental in finance being provided for the first time to a PNG landowner company, and the establishment of the Business Coalition for Women.
