A woman who lost two sons in the Rabaul Queen disaster has called for the arrest of company owner, Peter Sharp.
Caroline Maniot says the government has allowed the company owner and crew to remain free even after there is strong evidence of serious breaches.
The call comes as the group of survivors and families of those who died make preparations for a class action against Rabaul Shipping and the government.
