Ipatas on Enhanced Cooperation Program

Enga Governor Peter Ipatas said Papua New Guineais sitting on time bomb crime and called for urgent action.

He suggested an urgent review ofthe Enhanced Cooperation Program with Australia.

It comes as Australian Prime Minister, Julia Gillard’s visit today.

The Enhanced Cooperation Program Act was passed by Parliament in July 2004. This sawthe deployment of Australian Federal Police and ther Public Servants intothe country.

For a short while,there assistance paid off withthe improverment inthe law and order sector.

However,the Act was declared unconstitutional in 2005 following a petition by former Morobe Governor Lther Wenge.

Governor Ipatas said this program must be reviewed giventhe increasing crime rate inthe country.

Mr. Ipatas called on Prime Minister Peter O’Neill to make this agenda priority when having talks with Australia’s Prime Minister during her visit.

He said this for the benefit ofthe present andthe future generation.

The Supreme Court handed down its decision in 2005 in favor ofthe sections ofthe ECP Act which was not consistent withthe Constitution. 

These questions were in relation to those rights and freedom provided bythe Constitution.
