Four Provinces and dozens of districts have yet to submittheir budgets to Waigani.
Minister for Treasury Don Polye has urgedthem to do so quickly.
He saidthe national government has labelled 2013 asthe year of implementation, and wants to ensure all provincial and local budgets are in compliance.
