Communications To Be Improved

By Fabian Hakalits – EM TV News, Port Moresby

Communications within the public service system will be improved to ensure citizens of Papua New Guinea know the work being done by every department.

Personnel Management Departmental Head, John Kali, says this is a key indicator in the performance-based contract that has lacked in the past years.

Mr Kali said that the Department has earmarked on a new strategy to improve communications within the public service.

As the National Government’s premier human resources department, Mr Kali, is determined, communication will transform public service delivery.

Over the last four years, the Department has succeeded, with the implementation of many reforms.

“This is to ensure our reforms are regularly informed of what we are doing. Because if we keep informing then more demand from the public. The more demand, the more we can require implementing.”

Starting next year, 2016, all departments are to design, develop and promote smarter human resources strategies.

Mr Kali says the public service must communicate and speak up.

“So over the last four years, we have realised, that our system that has fallen short, of a governance framework, lacked dynamism, lack many features, that we have felt, were no responding to the needs of our clients.”

Meanwhile, all departmental heads have executed contracts to improve on key result areas.

The Personnel Management Department will ensure, departmental heads deliver so that people can receive benefits, that will add value to the public service.

“It’s about driving workforce reforms, making a cultural change in the workplace and managing, monitoring, evaluating and improving performance,” Mr Kali said
