Ganim report needs K7.8 million

The Ganim Report; also known as the Parliamentary Referral Committee on Education (PRCE) on teachers’ leave fares, postings and other entitlements, needs K7.8 million funding from the Government.

In March, 2015, Cabinet approved K 7.8 million for the phase one of the Ganim Report. However, attempts with Departments of Finance and Treasury to access that money have been unsuccessful.

Despite the financial shortfall, recommendations (9) and (12) of the report which includes successful adoption of new administrative structure for the Papua New Guinea Teaching Service Commission (TSC); and creation of 55 new regional staffing positions, have been implemented. The positions are sanctioned by the Salaries and Conditions Monitoring Committee (SCMC) and will see pilot trials rolled out in Enga and Simbu; and elsewhere.

Task Force Chairman, Baran Sori , points that a nationwide teacher data base is one of the big accomplishment in the exercise.

Mr. Sori added that as per PRCE recommendation two (2), TSC was also having discussions with the National Economic and Fiscal Commission (NEFC) on Rural and Remote Allowances for teachers serving in remote locations in the country. This is to introduce new scales on the PARI Index which is a measurement system to determine level of remoteness.

The cost of living, according to Mr. Sori, for teachers serving in remote schools must be compensated based on differing scales on the PARI index.

These scales are, “moderate”; “remote”; “very remote” ; and “extreme remote” instead of a fixed across-the-board payment to all rural and remote school-based teachers.
