Hela is a province in limbo. Much of the infrastructure required to drive development is nonexistent.
This is despite the province being the host of the multi-billion kina LNG project.
The public service mechanism is also in crisis, with public servants having no office space to operate from and no housing.
Hela’s transition into a full-fledged province is a far cry. There are no real tangible developments on the ground to show for. To the people, the much-talked about LNG Project has done little to change their livelihood.
The public servants tasked to deliver services to the people are handicapped, with no proper offices and accommodation.
Despite being acting administrator for the past three years, William Bando is pushing ahead to make a difference. The signing of a 3-year contract by 30 public servants is a significant step.
Bando emphasized on prudent leadership and service delivery from his public servants. There will be zero tolerance on poor performance, he says.
This is due to lack of progress in the province being partly blamed on the public servants' performance.
In coming weeks, another 200 public servants will have their contracts signed, bringing the staff ceiling to 230.
