No Strategic Plans for Police Modernisation Program

By Vasinatta Yama – EM TV News, Port Moresby

The multi-million Kina Police Modernisation Program has no strategic documents to guide the constabulary to work on.

Police Commissioner, Gari Baki, revealed this to EMTV yesterday.

Although funding is not an issue, the approach taken by the constabulary is not guided by any documentation.

He said work was only undertaken through the day-to-day decision making process.

Baki said this has slowed down progress within the force.

The modernisation program, budgeted at K279 million, looks at improving the constabulary’s standards.

The four major areas that need to be addressed are:

  1. The overhauling and upgrading of police information and telecommunication systems,
  2. Improving and upgrading of police forensic capabilities,
  3. Improve police intelligence gathering and analysis capabilities,
  4. And upgrading of Bomana Police College into a world-class police training academy.

However, Baki is confident the constabulary will re-look at what they have done and what they can do to make the policing program better.
