Local Level Government Presidents and Ward Councillors in the Bulolo district in Morobe, will now have financial powers to oversee basic service delivery, down to the community level.
This was endorsed through collaborative talks between Bulolo MP, Sam Basil, and district and provincial administrations during the Bulolo councillors’ summit in Buang, over the weekend.
During the summit, Morobe Governor, Kelly Naru, also announced the Morobe Provincial Government’s funding support of over K13 million to the 33 LLGs in the province.
Bulolo district has been the only district in Morobe that has seen significant changes in the delivery of basic services to the people.
However, while some parts of the district embrace these new changes, others are still struggling in the hinterlands for road links, health and education infrastructure.
All these are soon to be a thing of the past, as the district brings together its 110 ward councillors from its six LLGs, to discuss the services their people are being deprived of.
The Bulolo district councillors’ summit discussed which services would be delivered directly to the community level, with financial powers vested on LLG presidents and their committees of ward councillors.
This would enable LLG and ward councillors to be in control of the planning and monitoring of the K500, 000, LLG Services Improvement funds, as well as other funding support from the district and the provincial administrations.
Morobe Governor, Kelly Naru, wants every district in Morobe as well as others around the country, to embrace this notion of assisting our ward councillors in rural communities.
Morobe is the biggest province in Papua New Guinea with nine districts, 33 LLGs, and over 500 ward councils.
However, for almost four decades, it has been seen poor service delivery to the rural communities, says the Governor.
The Morobe Governor also announced the provincial government’s support of K400, 000, each to the 33 LLGs in the province, under the Provincial Service Improvment Project funds for 2015.
The Governor also committed K1 million from the PSIP funds toward the Bulolo District rural electrification project.
