In an effort to foster safer and more peaceful communities, 23 Local Level Governments in East New Britain Province have developed laws to guide and govern their constituents.
The Provincial Government tasked the LLGs with drafting these laws to address pressing issues such as law and order and development.
Speaking at the presentation of the province’s LLG laws to the Department of Provincial and Local Level Government Affairs (DPLGA), Rabaul MP Dr. Allan Marat said a total of 43 laws were created, 25 were LLG laws and 18 covering rural and urban areas.
He said these laws reflect the aspirations of the people.
“They desire peaceful communities, peaceful enough to allow meaningful progress to take place across the province,” Dr. Marat said.
He further urged the Department to give effect to the laws so that implementation can begin.
“Once DPLGA completes the vetting process and returns the laws to us, we will do our utmost to implement them,” Dr. Marat said.
The laws were received on behalf of Secretary Philip Leo by Deputy Secretaries Robyn Ata and Larson Thomas. Mr. Thomas explained that the Legal Division will review the laws to ensure compliance with the Organic Law on Provincial Governments and Local Level Governments (OLPGLLG) and other relevant legislations.
“Once vetted, they will be recommended to the Minister for certification and approval,” Mr. Thomas stressed. He emphasized that these laws demonstrate the authority of the LLGs in shaping governance at the community level
