Liquor ban poses no threat to illegal alcohol production

Despite a liquor ban in Lae City, alcohol is still being sold in unlicensed outlets and crime rates have remained relatively steady.

Along with illegal alcohol sales, another worrying trend has developed. 

The ban has encouraged the production of illegal alcohol or “steam” which is produced in backyard distilleries by youths – and in some instances – families struggling to survive.

As Scott Waide finds out in this special report, the factors that contribute to illegal alcohol production are complex and many lead to the lack of opportunities for men, women and children in settlement communities.
