2013 is the fifth fiscal year of implementation for the Reformed Inter-Governmental Financing Arrangemen’s. (RIGFA)
The latest 2013 Provincial Expenditure Review titled ‘Raising The Bar’, produced by the National Economic and Fiscal Commission, shows Simbu still maintaining its performance with an average of 71.5 points.
Simbu Province has maintained its performance since 2008 and has proven to spend its goods and service grant on priority areas. Other top performing provinces are Madang 70.2, Milne Bay 70.1, Manus 67.3 and East New Britain 65.4.
The review shows Simbu consistently and adequately spent funds on service delivery activities, in line with the 11 minimum priority activities. These include health, education, transport, infrastructure maintenance, primary production and village courts.
National Economic and Fiscal Commission Chairman and Chief Executive Officer Hohora Suve commended Simbu and other provinces at the top for their fiscal commitment to making service delivery happen.
Mr Suve says aspirational public servants are needed at every level in provinces and districts in order to create a world class rural service delivery system.
