A counting official from one of the LLGs in Western Highlands province was caught with ballot palates by Police at Kimininga barracks on Monday by the police.
A total of 51 ballot papers were tucked inside his booths.
The discovery was made due to tight security enforced at the counting centre in Kimininga Barracks.
Police reported that the suspect attempted to enter the counting arena with 51 ballot papers squeezed into his two boots and was in the process of smuggling them into the counting room when he was caught during a routine security check at the gate leading into the counting area.
Provincial Police Commander (PPC) John Sagom commended his officers for their vigilance, saying the incident demonstrated the importance of strict checks on all individuals entering the counting center.
The suspect will be charged under election-related provisions of the Constitution.
During questioning, the man admitted to hiding the ballot papers, claiming he acted out of concern for his brother, a council candidate whom he believed had no chance of winning.
He has been processed under the criminal law and is awaiting court appearance.
PPC Sagom has appealed to council leaders to take responsibility for their supporters, urging them to maintain peace as counting and declarations draw near.
He warned that police would not hesitate to enforce the law on anyone attempting to cause trouble.
