NEW CENTRAL PROVINCIAL ADMINISTRATOR APPOINTED

Central Province has appointed Bala Kapa as the new administrator taking over from Edward Kila. The handover takeover was facilitated by Central Governor Rufina Peter last Friday, at the provincial headquarter in Konedobu.

Governor Peter explained that Kila’s term could not be extended because of his age.

“As of September, 4 2025 Kila’s three-month acting appointment term expired,” Peter said.

“According to the Public Service Commission (PSC) instruction on the extension of his acting appointment was not allowed due to the fact that Kila turns sixty-five in October, as such the Provincial Executive Council (PEC) appointed Mr. Bala Kapa the Acting Provincial Administrator for a period of three months commencing September 5, 2025 or until the permanent appointment is made whichever occurs first.”

She noted that a formal ceremony will be organized in due course to officially farewell the outgoing acting administrator, while stressing the importance of unity during the transition phase.

“It is critical that there is unity in the administration during this transition process.”

In his final remarks, outgoing acting PA Edward Kila expressed gratitude to Governor Peter and reflected on his service.

“Madam Governor thank you for the support, trust, and confidence you gave me for the past one year nine months, it’s been a great experience for me in this capacity as acting PA period,” Kila said.

Mr. Kila departs after 42 years of public service, leaving behind a legacy as a devoted Christian and loyal servant of the province. He plans to dedicate more time to his family, Evangelism and in running his newly established piggery.

The new PA, Kapa, who has been serving as Deputy Provincial Administrator – Corporate Services for the past ten years, expressed gratitude and outlined his vision.

“Firstly, I want to thank Edward he is no stranger to me,” Kapa said.

“As we move forward, we only have 14 months to deliver so all of us as an Administration must work together and put our heads and minds together to work for the Governor and meet our target set out by the Government of the day. I would like to thank Mr. Kila and wish him well in his retirement.”
