DELAY IN MEDIUM TERM TRANSPORT PLAN THREE EXPLAINED

The Department of Transport Secretary Mathew Wowoni has clarified the delay of the launching of Medium-Term Transport plan 2023-2027.

The Papua New Guinea’s Medium Term Transport Plan Three (3), 2023-2027 which should have been launched two years ago when MTDP two (2) expired in 2023 was launched yesterday at Stanley Hotel in Port Moresby. The event was witnessed by Stakeholders and partners.

Secretary Wowoni in his remarks at the event said the outbreak of Corona virus has halted the progress of the plan for it to be ready in time to be launched. However, he said the implementation is already happening in the country.

“MTTP three could not be launched immediately in 2023 due to the delayed launched of the medium-term development plan four,” Wowoni said.

“Development of any sectorial plan including the MTTP3 could not progress until after the Medium-term development four is launched, and that happened in July 7, 2023. Furthermore, the MTDP2, 2009-2022 existed during the period of Covid-19 which forced individual transport sector agencies to submit individual budget and work flow plan and not as a consolidated sectoral plan.

“However, what makes this launching meaningful is that the new MTTP3 is not the beginning. It is the continuation of the real progress already underway in various transport subsectors.”

He said the implementation can be through the development of roads through the Connect PNG program and the establishment of new wharfs and increase in air transport in the recent years.

“Transformative work under the connect PNG programs, sea transport under the national shipping programs and the rehabilitation of ports under the Australian infrastructure financing facility for Pacific through the PNG Ports corporation limited.

In the aviation space, the ongoing civil aviation development investment program implemented by National Airports Corporations.

He said these are programs captured in the recently launched Medium-Plan Transport Three Plan.
