NEW AGREEMENT FOR MABIRI JUVENILE REHABILITATION CENTRE

Juvenile justice in Bougainville is entering a new phase, with the successful signing of a new Memorandum of Understanding for the ongoing management of Mabiri Juvenile Rehabilitation Centre.
This landmark agreement strengthens Bougainville’s juvenile justice system and expands rehabilitation opportunities for young offenders.
The new agreement formalises the Autonomous Bougainville Government’s administrative control of the Centre, extends its reach to juveniles from across the New Guinea Islands region, and creates opportunities to include vocational training, agriculture, and other development programs in rehabilitation efforts.
The signing follows a year-long review process, supported by the Australia–Papua New Guinea Law and Justice Partnership, which helped guide and coordinate the development of the MOU to strengthen governance and ensure the centre’s work aligns with Bougainville’s long-term justice priorities.
“This agreement reflects a shared commitment to giving young people the tools to rebuild their lives and contribute to their communities. It is about practical collaboration to ensure rehabilitation is meaningful, effective and led by those closest to the issues, restoring dignity and opportunity for young people,” said Tessa Plueckhahn, Counsellor, Law and Justice at the Australian High Commission.
Secretary for Bougainville Department of Justice and Legal Services, Leontine Ivano, also welcomed the new agreement, saying, “This signing will strengthen our collaboration and coordination in the operation and management of the centre ensuring that our young people receive the care and guidance and support they need to reform and reintegrate into our society.”
The PNG–Australia Partnership will continue working alongside the Autonomous Bougainville Government to advance its justice reform ambitions, helping build a more responsive, inclusive justice system and safer communities.
