The Department of Personnel Management will continue to provide mentorship support, and facilitate the new Bougainville Public Service Law.
Secretary John Kali says: “until the new law is fully implemented with satisfactory results, then the Bougainville Administration will administer it.
This is part of the autonomous arrangements, of the draw-down of powers and functions, from the National Government to the Autonomous Bougainville Government.
The Bougainville Constitution and the Peace Agreement, describes the way forward, for the public service, establishment.
Mr Kali says: “As a guiding principal, this has enabled the new public service law- The Bougainville Public Service Management and Administration Act, to be enacted.”
He thanked Bougainville leaders for supporting and passing this law, during the recent ABG House Sitting.
The law provides the creation of positions and departmentalization, within the Bougainville Administration.
The Chief Secretary, who is also the Public Service Head, will constantly report to the President.
The Administrative Services Departmental head is one key position, who will assist the Chief Secretary, to ensure the public service is properly set up.
All public servants will become ABG public servants with the records and entitlements transferred from Waigani.
