A civil engineer has given his financial analysis of road reconstructions in Lae.
Brian Alois, a professional civil engineer by profession, has critique and provide analysis into Lae road rehabilitation projects. His analysis shows that there has been high cost of construction and maintenance with delays in completing the Lae road projects.
Mr. Alois challenged other engineers, to look beyond engineering through different analysis into the Lae city road upgrade. The Lae roads rehabilitation program has received a large chunk of funding from the national government over the last two years.
And much of these roads reconstruction work were done on roads leading to industrial areas, that were assumed to generate revenue into the provincial government coffers. But this concept hasn’t quite achieve much, resulting in fund wastage.
The Bumbu road between Eriku and Kamkumung is an example of such roads that has financial implications. When a section of the of Bumbu road was closed for reconstruction, traffic were diverted and vehicles had to take a much longer route to get to the other side of the city.
During that time, vehicles were buying additional fuel, and more time was spent waiting during traffic congestions, and bus fares were also doubled.
As stated in this financial analysis by Mr. Alosi, it shows the cost incurred during that period have resulted to unnecessary spending, both by businesses and commuters.
Lae city’s road reconstruction project has been one of the major projects that has seen different contractors being awarded the roads building contracts. But a different contractor means different road designs, different duration of time, to complete the project and different cost for each contractor.
