Landowner Against Shared Responsibility Model

A landowner in the Moran PDL 5 area expressed disappointment over Government’s new mechanism to deliver goods and services to provinces impacted by the Liquefied Natural Gas (LNG) project.

PDL landowner, Samson Emola said there are already processes in place to deliver services, and why the government has developed this strategy. He described the endorsement of the Shared Responsibility Model (SRM) as rough work by the Government

 

He said the development model was not included as a policy or outlined clearly in the UBSA and LBSA agreements.

 

However, National Planning Minister, Charles Abel said the model was a bottom up planning, with emphasis on capacity building in terms of contract, accountability and transparency. Mr Abel said the model is part of the existing Provincial Government service delivery mechanism.

 

The Shared Responsibility Model (SRM) was recently approved by the National Executive Council as a new system to ensure enlisted projects are implemented on time.

 

The SRM involves the Government, provincial governments’, oil and gas operators to deliver the projects using the Infrastructure Development Grants and High Impacted Project.

 

The model will be effective as of this year.
