About K3 million worth Australian funded aid posts, and health centers have remained unused in remote Josephstaal, Madang for the last five years.
The buildings were constructed by the Catholic Health Services.
But the Madang Provincial Government has not paid the salaries of workers as part of an agreement with the church.
