The Morobe Provincial Government is looking to decentralise its service delivery mechanisms right through to the local level governments.
Morobe Governor, Kelly Naru explained a delegated approach to sharing the National Government’s 45 million kina fund allocation to the province into districts, where it is expected to reach the people through service delivery.
He said while all the powers are being held in the Morobe Provincial Government, budgets need to be given and funds must be allocated to all districts.
“Development plans are given and the funds needed to carry out projects are allocated to every district,” said Naru.
“I also believe that there needs to be more delegation in functions, but delegation of tasks needs to happen without bureaucratic bottle necks.”
The idea isn’t new, but it hasn’t been working due to bureaucratic bottlenecks in one the country’s biggest provinces in the last 30 years.
Governor Naru also revealed that two Morobean districts, Tewai-Siassi and Kabwum, haven’t submitted their development plans yet.
This comes as seven out of nine districts of the Morobe Province submited their five-year development plans.
Of those nine districts, Bulolo launched it’s yesterday after several years of delay.
Bulolo MP Sam Basil explained that he was skeptical about making a plan because after five years it could become useless.
“Politicians come and go after five years, but know we have a living document,” said Basil.
The booklet captures projects implemented and those still to be completed.
It’s understood that Bulolo District’s plane subsidiary program in partnership with North Coast Aviation has been included and the Health Program to have rural health centres in all major local level government stations.
