Public Service Minister Elias Kapavore announced some of the plans the Department of Personnel Management is working on in relation to Public Service Delivery.
He says the department is developing a 20-year development strategic plan that will focus on delivering services to people’s doorstep in the districts.
“My department is developing a 20-year development strategic plan 2020 to 2040 and will be called Public Service Human Resource Development Plan,” said Mr Kapavore. “The ultimate objective is to allow delivery of services to people’s doorsteps in the districts.”
While referring to the article on the run-down state of Aiome Station District Headquarters in the Middle Ramu district in Madang, Mr Kapavore says majority of the public servants should be in the districts and local levels and not in the provincial and national headquarters.
The minister added that another factor that is affecting the performance of public servants in delivering services is their welfare.
He says there can be strategic plans and corporate plans but if the public servants do not have proper accommodation or health insurance, they won’t be able to carry out these plans and deliver services.
Mr Kapavore says these are ongoing issues and the department is working to find tangible solutions as well as reviewing existing laws.
