CENTRAL PROVINCE SIGNS LANDMARK BAUTAMA DEVELOPMENT AGREEMENT
Exciting developments are on the horizon for Central Province following the signing of the Project Development Agreement on Wednesday, 11 March 2026, for a major residential and commercial complex at Bautama.
Acting Provincial Administrator Bala Kapa, speaking on behalf of Central Governor Rufina Peter, thanked the developer, Yuan Fang International Investment Group (YFIG), for partnering with the Central Provincial Government on the significant development project.
Kapa described the agreement as a historic milestone for the province, saying it signals a new era of strategic partnerships and investment aimed at transforming Central Province, including the development of housing for public servants.
“This is a milestone development for Central Province. We have never had this opportunity before to enter into a partnership with our business partners at this level,” Kapa said.
“This is the beginning of many things that we have been planning for. It is my pleasure to acknowledge your willingness to come on board and partner with us to build real estate developments that will benefit Central Province.”
He said reaching the stage of formally signing the agreement was both exciting and challenging for the provincial administration.
“We are very happy to come to the stage of signing this agreement. It is also very challenging for us, but it is a new experience and one that we are prepared to embrace for the development of our province.”
Kapa also acknowledged the developer’s experience and technical expertise in property development.
“We appreciate your experience and exposure in this area, and we look forward to learning and working together to ensure this project is successfully delivered for the people of Central Province,” he said.
Under the agreement, Yuan Fang International Investment Group will develop one hundred and thirteen (113) residential allotments and seven (7) commercial allotments.
First preference will be given to employees of the Central Provincial Government to purchase homes at the Bautama Estate. YFIG Group Limited, through a working partnership with established banks, will conduct a pre-assessment session with employees to determine their eligibility in accordance with the Central Provincial Government Housing Policy 2023–2027.
The remaining residential properties will be offered to outside first-time homebuyers and investors.
The focus of the Central Provincial Government is to ensure its employees are given first preference and the opportunity to become homeowners.
The project will also feature a comprehensive commercial component, which will include:
- A fuel service station
- A supermarket with bakery
- A wholesale building
- Retail outlets
- A tyre service centre
- Printing shops
- Hair salon and barber shop
- Clothing shops
- Restaurants and fast-food outlets
- Other essential small businesses to support the growing community
Chief Executive Officer of YFIG, Kiokawa Shioichi, thanked the Central Provincial Government for the opportunity to partner on the project and reaffirmed the company’s commitment to delivering a modern township for the province.
“I want to thank Governor Peter and Acting Provincial Administrator Kapa for the opportunity to partner with you,” Shioichi said.
“This is a good business venture and we will work hard to deliver a modern Bautama township for the people of Central Province.”
He added that the company aims to develop Bautama into a modern and vibrant township that will support economic growth and improved services for surrounding communities.
The Bautama development is expected to stimulate economic activity, create employment opportunities, and provide essential services and housing, supporting the Central Provincial Government’s vision for planned growth and sustainable development across the province.
