AID Agencies To Consult Authorities

The state wants all donor partners to align all programs with government policies and aspirations.

Donors are further asked to go through the concerned levels of government to implement programs in the provinces. This was stated by National Planning Minister, Charles Abel, during question time in parliament today.

When parliament met today, NCD Governor Powes Parkop raised a question asking whether the government had a system to monitor donor funding that was coming into the country. The Governor also raised the issue of whether or not these agencies were complying international and domestic treaties on donor funding.

Mr. Parkop said, “There is a Paris declaration which allows donor agencies to go through the recipients’ government when funding programs don’t know if this is happening in the country. I must also tell parliament that it is very difficult for some of us to access donor funds.”

National Planning Minister, Charles Abel, when responding, thanked all donor agencies for contributing to the development of this country.

Minister Abel challenged all development partners to consult with concerned government authorities in provinces and districts before starting any programs.
