The AssistingReturning Officer and Western Highlands Election Steering Committee Chairman were caught yesterday trying to cut openthe container containingthe ballot boxes in Mt Hagen.
Willy Ropa and James Papa were caught by LLG President and Deputy Governor Wai Rapa after a tipoff thatthe ballot boxes were to be moverd tothe Kiminiga Police Barracks Hall.
The duo left immediately when Mr Rapa and thers arrived atthe scene.
They have since not explainedtheir actions.
And nether werethey authorized by Election Manager Philip Telape.
The incident has raised concerns among ther candidates.
The Deputy Governor has called onthe Police Commissioner to investigate.
