Executive leaders in the public service have been warned not to allow politics to creep into their line of duties.
Prime Minister, Peter O’Neill, said people have lost trust in public civil servants because of poor performance.
The Prime Minister was speaking at the Public Service Executive Leaders Forum in Port Moresby on Wednesday.
O’Neill said part of the public service reform is to strengthen service delivery as per the national government’s expectations.
And there must be consistency in the public service machinery to achieve results that focuses on people.
“Public service must be independent, must not be afraid to speak up with facts that will back up argument. Speak your performance that shows your result and you will see the respect, that the community and the country will have for you,” the Prime Minister said.
O’Neill said the pubic service must take ownership of the massive amount of resources the national government is investing in to bring change.
Secretary for the Personnel Management Department, John Kali, said that a recent intervention is the Performance Management System that measures key result areas and performance based indicators.
“The issues that we need to address are the Performance Management System, which leaders of the public service machinery will adhere by. This includes the cross cutting measures and development corporations,” he said.
Kali said all departmental heads will sign a four year key performance based contracts to monitor performance.
“This will ensure they perform so we deliver accordingly,” he said.
Kali said a line of communication will be improved for effective outcomes to happen.
